The Bureau of Reclamation intends to negotiate on a sole source basis with Hayward Baker for construction services required to perform a jet grouting test section of potentially liquefiable soils at Wickiup Dam, Oregon, by constructing large diameter jet grout columns. Hayward Baker is the only known source in the United States with a particular jet grouting tool capable of creating jet grout columns up to 15-feet in diameter, or greater, which Reclamation would like to evaluate for this project. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other than Full and Open competition has been prepared in support of this acquisition. Firms that believe they can provide similar required items and services described are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items and services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 10 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
