Trinitrotoluene (TNT): POC Contact: Paul Sundberg, Industrial Engineer,
(309) 782-6836. The Commercial Planning Team, in the Industrial Base
Management Center (IBMC), is conducting a market survey of industry to
identify potential contractors capable of manufacturing military grade
Trinitrotoluene (TNT). TNT is an explosive used in a variety of
ammunition items produced for all branches of the United States Armed
Services. General facilities and equipment required to manufacture TNT
are as follows: nitrators, separators, nitric and sulfuric acid
handling and storage facilities, acid and water washers, waste
handling/treatment facilities, appropriate safety/process
instrumentation, and finishing, flaking, and pack out equipment. Skills
required to perform manufacturing and testing for TNT production
include Chemical and Environmental Engineers, Control and Calibration
Technicians, Waste Water Treatment Plant Operators and Quality
Assurance Technicians. Also required are the appropriate maintenance
skills such as instrument repairmen, millwrights, pipefitters, and
electricians to support quality production of TNT. These skills must be
available with sufficient extent of experience and levels of
proficiency to produce TNT in a timely and efficient manner. A
respondent should currently possess a majority of these facilities and
skills and demonstrate provisions for obtaining the remainder without
significant delay. Acceptable options include procurement of
acids/oleum, or disposal of waste streams (to include red water), if
adequate provisions can be demonstrated for providing these services.
A respondent's available production capacity must be sufficient to
provide the US Army a total quantity of TNT between 3 to 6 million
pounds per year. TNT produced for the US Army must meet the criteria
specified in MIL-T-248. A follow-up detailed questionnaire may be
provided to survey respondents and on-site visits may be performed as
a result of further analysis. Interested firms who feel they are
capable of manufacturing military grade TNT are invited to indicate
their interest by providing to the U.S. Government a brief summary of
their company's capabilities, including a brief description of
facilities, personnel, past production experience, and environmental
compliance as it relates to the above criteria. Information must be
submitted within 30 calendar days from the date of this publication to:
