The fundamental measurement of salinity has been standardized for more than a century in an internationally formalized system. As a result of the standardization, there are no known US companies other than Guildline Instruments that manufacture salinometer for open ocean oceanographic research. The Coast Guard has determined therefore that competition is not available. If no responses are received within fifteen (15) days with sufficient information to determine that another responsible source is available, negotiations will be conducted with Guideline Instruments.
