Naval Surface Warfare Center, Dahlgren Division, Coastal Systems
Station, Panama City, Florida intends to issue a contract for the
procurement of MK-16 Mod 0 Water Blocked Cables. The competition for
the contract will be limited to SeaCon Phoenix, South Bay Cable,
Amplenol Corp, and Carleton Technologies. The cables are intended for
use in the MK-16 Mod 0 Underwater Breathing Apparatus in the proximity
of underwater magnetic influence ordnance. The MK-16 is used by
Explosive Ordnance Disposal (EOD) divers to conduct under water
operations. The divers often operate against influenced fused
explosives loaded ordnance including naval mines. Only those articles
that have been successfully tested are qualified. Procedures are
specified under SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric
Certification Manual. The objective of this process is to verify that
the life support system provides acceptable levels of diver safety
throughout the specified operating range when approved operating and
maintenance procedures are followed. The intent of the process is to
provide maximum reasonable assurance that an accident will not occur
and establishes maximum reasonable assurance that the diver may be
recovered without injury if there is an accident. SeaCon Phoenix, South
Bay Cable, Amplenol Corp, and Carleton Technologies are the only
companies that have been qualified by cognizant authority to provide
the MK-16 Mod 0 Water Blocked Cables. See Note 22. Posted 08/04/99
