The design of the new system shall maintain the present locations of transmitters, except in situations where a single point-of-failure exists. A single point-of-failure is defined as a radio channel having both the main and standby transmitters located at the same site. Receiver site locations shall be limited to the 33 existing sites except in situations where the coverage requirement justifies the additional expense, and use of the proposed location is permitted.
