A -- INJURY ASSESSMENT OF THE PORTABLE VEHICLE IMMOBILIZATION SYSTEM SOL DAAE30-99-R-0557 DUE 082399 POC MARGARET RHINESMITH, PROCUREMENT TECHNICIAN, (973)734-3050 WEB: US ARMY TACOM-ARDEC Procurement Network, http://procnet.pica.army.mil/cbd/RFP/99R0557/99R0557.htm. E-MAIL: Margaret Rhinesmith, mrhines@pica.army.mil. THE U.S. ARMY TACOM-ARDEC is contemplating a sole source purchase order to Wayne State University, 4012 Faculty/Administration Building, 656 West Kirby, Detroit, Michigan 48202 for Injury Assessment of the Portable Vehicle Immobilization System. The Portable Vehicle Immobilization System (PVIS) is developed to promote area denial, enforce roadblocks, and improve security to a local area. It is designed to detain a vehicle weighing less than 5100 pounds traveling at speeds between 40 and 60 mph. The netting system traps and stops the vehicle within 200 feet. Data indicates the system will stop a car traveling at 60 mph in approximately 75 feet. The purpose of this effort is to assess injury with the utilization of the PVIS and how will the impact conditions effect the vehicle occupants. The contractor's objective is to determine the crash pulse experienced by a vehicle with an initial velocity of 60 mph that is detained by the PVIS over a linear distance of 75 feet; develop a lumped mass model using MADYMO software based on the determined impact condition; evaluate occupant protection based on experimental impacts conducted with the Hybrid III dummies; and review and anlyze existing database of actual motor vehicle accidents based on the impact conditions represented by PVIS. See numbered Note 22. Posted 08/04/99 (D-SN363074). (0216)
