Laboratory anticipates awarding an Indefinite Delivery Indefinite
Quantity (IDIQ) type contract for architectural and engineering
services. It is anticipated that award will be made within four months
from the date that this synopsis is published in the Commerce Business
Daily (CBD). The anticipated period of performance is twelve months
from date of contract award with an option to extend for an additional
twelve months, if exercised. The contractor shall provide
multi-disciplined design work, with an emphasis on
Mechanical/Electrical disciplines. Design skills should be shown for
the following building types: office buildings, industrial warehouses,
and general laboratory space. Typical project work may include the
following: (a) renovation and replacement of HVAC systems, re-design of
water systems (internal to buildings), installation and extension of
sprinkler systems, installation of restrooms, as well as, installation
and retrofitting of elevators in existing buildings; (b) modification
of electrical systems and upgrade of existing building power
distribution systems; (c) architectural and structural support
services, which may include significant renovation of existing spaces
or buildings; And finally, (d) studies relating to code research, space
planning, cost analysis, structural analysis and architectural
evaluation. Asbestos and lead are known to be present. The A&E firm
shall identify and provide a design which will accommodate the disposal
of these materials in the construction plans and specifications in
accordance with applicable rules and regulations pertaining to such
hazardous materials. The first order to be placed under each contract
will be for the design of a system to connect the buildings at Midway
Research Center in Quantico, Virginia, to the Stafford County Sewer
System. Firms responding to this announcement must do so in accordance
with Note 24, with the exception of the following evaluation
information. Firms must provide convincing evidence of meeting the
evaluation criteria in accordance with DFARS 236.602-1. The evaluation
criteria follow in descending order of importance. (1) Specialized
experience and technical competence in the type of work required, with
emphasis on Civil, Mechanical and Electrical disciplines, as well as
efforts related to Elevators. A/E Firms should indicate past experience
by citing examples of the work required. The A/E will also be evaluated
on demonstrated successes in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility
designs. (2) Professional qualifications of the personnel and proposed
subcontractors necessary for satisfactory performance of the required
services. Examples of similar projects performed by the team and the
duties performed by each team member should be provided as evidence.
(3) Capacity of the firm to accomplish the work within the
required/specified time limits (generally nine weeks for an average
project plus Government review time). In demonstrating this capability,
a firm must provide convincing proof that it has the capacity to
support multiple projects simultaneously. (4) Past performance on
contracts with government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules. (5) Location in the general geographic area of the project
including subcontractors, if proposed. (6) Volume of work previously
awarded to the firm by the Department of Defense. Those firms that meet
the requirements described in this announcement, and wish to be
considered, must respond no later than the 30th calendar day after the
date of appearance of the announcement in the CBD. Should the due date
fall on a weekend or holiday, the response will be due the first work
day thereafter. The proposed contract listed here is to be awarded
under full and open competition. This is not a request for proposal.
