associated with the Air Force Mission. Contract Information: Indefinite
Delivery/Indefinite Quantity (ID/IQ) Contracts for Title I, Title II
and Other A-E Environmental Services. The basic award period for the
contract will be for one year from the date of contract award and will
contain four annual options. The Standard Industry Code (SIC) is 8744
(Size Standard: 500). A-E selection procedures will be used to
competitively award separate ID/IQ contracts, as follows: (a) a
multiple award consisting of two (2) small business set-asides and two
(2) Competitive Section 8(a) of the Small Business Act and (b) a
single award of one (1) full & open contract. If technically qualified
firms for the 8(a) set-aside portion of this acquisition cannot be
identified, the 8(a) set-aside portions may revert to small business
set-asides. The Government shall determine the suitability of setting
aside task orders exclusively for small business and then compete those
task orders among the small businesses including 8(a) utilizing
streamlined selection criteria similar to those described herein. The
majority of task orders under this acquisition will be awarded to small
business. The cumulative ceiling for all contracts awarded under this
announcement will not exceed $79 million over a five-year period. Task
order limitations are as follows: Minimum: $1,000.00; Maximum: $10
million. There is a minimum order amount guarantee of $5,000.00 per
contract. The contract will be structured to allow for the issuance of
both Time-and-Material (T & M) and Firm-Fixed-price (FFP) task orders
with preference given to utilizing FFP to the greatest extent
possible. The ordering period for the contract will be five years with
a period of performance extending two years beyond the ordering
period. The anticipated date of award is Jan 2000. Selection procedures
will be accomplished in accordance with Far Part 36.6, the supplements
thereto and AFI 32-1023. Firms desiring consideration should submit
two copies SF 254s and SF 255s including an organization chart of key
personnel to be assigned to this contract, and each subcontractor's
current SF 254 to Fred Hursey/WR-ALC/EMQ, 455 Byron St., Ste 465, RAFB
GA 31098-1860 no later than 8 Sep 1999, 4:00 PM local time. Proposals
received after that date will not be considered. Data exceeding page
limitation will not be evaluated. Please provide email addresses in
block 6 of the SF 254. All information relating to the firms
qualifications must be contained in the standard forms. Inclusion by
reference to other materials is not acceptable. The SF Form 255 is
limited to eleven pages plus 20 additional double-sided pages for a
total not to exceed 31 pages for the entire form, excluding SF Form 254
attachments in Block 6. All 8(a) certified firms are instructed to note
their status by the appropriate ownership in block 4 of the SF 254 with
the graduation date from the program. Responding firms shall clearly
indicate any subcontractors, and/or consultants. Any proposed teaming
arrangements shall clearly state the type of teaming arrangement: Joint
Venture or Prime/Subcontractor. This is not a request for proposal. A
statement of work, plans, specifications and bidders list are not
available. NOTE: A solicitation will not be issued against this
synopsis. The Government reserves the right to hold oral presentations
if determined to be in its best interest. Approximately three firms
for the full & open contract and eight firms for the set-aside
contracts will be interviewed either in person, by telephone, by
written reply to written questions, or electronically. Add the
following disciplines to Block 4 of the SF 255 and block 8 of the SF
254: GIS Specialist, GIS Coordinator, Environmental Engineer, Field
Technicians, and CADD Operator. Firms responding to this announcement
are encouraged to highlight their present and anticipated capabilities
in terms of products and services as they relate to the services
described in this announcement. Prioritized selection criteria in order
of importance: (1) Recent Specialized Experience (within the last three
years) and Technical competence of the firm (including team
subcontractors) in the types of work identified below. (2) Professional
qualifications of the staff to be assigned to this contract (including
subcontractors) and their respective background in the performance of
the types of work identified below. List only team members who will
actually perform work under this contract. The staff shall be familiar
with environmental laws, regulations and issues. The prime contractor
shall have professionals that are registered in the State of Georgia.
In block 4 of the SF-255 (Personnel by Discipline) show the entire
proposed team by listing personnel employed by the prime in the blanks
provided and personnel from subcontractors to the left in parentheses.
In block 7 of the SF-255, indicate branch office location of each team
member, including subcontractor personnel. (3) Capacity and
availability of staff to accomplish the work in the required time.
Demonstrate the ability to complete several multidisciplinary contract
task orders concurrently (i.e., the impact if this potential workload
on the firm's permanent staff, anticipated workload during the
contract period, and the firm's history of successfully completing work
in compliance with performance schedules). (4) Past performance on
contracts of a similar nature with Government agencies and/or private
industry in terms of quality of work, complexity, cost control and
compliance with performance schedules. The contractor shall include
appropriate contract numbers and points of contact. (5) Volume of work
previously awarded by DoD to the firm. (6) Location of the firm
(including first tier subcontractors/consultants) in the general
geographical area of the project and knowledge of the locality of the
project, availability of A-E Staff to meet frequently with Air Force
personnel, regulatory agencies and others in the Environmental
directorate at RAFB. The firm shall have the ability to mobilize staff
to a project site on relatively short notice. (7) Demonstrated success
on prescribing use of recovered materials and achieving waste
reduction. Contract work may include, but is not limited to, the
following project types: Title I -- (A-E Design Services); Title II --
(A-E Supervision and Inspection Services); and other A-E environmental
Engineering Services. Services will address environmental restoration,
compliance, resource and pollution prevention issues. Examples of type
of services are as follows: Title I: Site Visits and Investigations,
Construction Drawings, Technical Specifications, Cost Estimates, Design
Analysis, Design Objectives. Title II: Construction Management, Quality
Assurance/Quality Control. Other: Geotechnical: Drilling, Cone
Penetrometer Testing, Soil Testing, Soil Sampling/Borings, Compaction
Analysis, Plot Plume/Geological conditions; Hydrological: Well
Sampling, Hydraulic Acquifer Testing, Ground Water Modeling, National
Environmental Policy Act (NEPA) Actions (Environmental Assessments
(EAs), Environmental Impact Statements (EIS), Environmental Baseline
