Officer INMARSAT-B Underway Wide Area Network (WAN) Connectivity. The
U.S. Coast Guard Telecommunication and Information Systems Command
(TISCOM) is looking for potential sources for an integrated solution to
connect an underway shipboard Local Area Network (LAN) over any
INMARSAT-B satellite commercial backbone to the Coast Guard's land
based Wide Area Network (WAN). The shipboard LAN consists of Microsoft
Windows NT 4.0 servers and workstations over fiber based 10/100
Ethernet. The WAN uses the Internet Protocol (IP) suite of protocols
and consists of a T1 backbone connecting major sites. Ata minimum, the
solution must provide arbitration between simultaneous voice and data
requests using the INMARSAT-B system and preferably allow automated
simultaneous voice and data traffic. The solution must allow for both
ship-to-shore and shore-to-ship traffic flow (an underway WAN link) and
provide some form of encryption for all voice/data leaving the ship
over INMARSAT-B. The INMARSAT path can be either proprietary or paid
for by the Government. The solution must be Year 2000 (Y2K) compliant.
When inport, at other than their homeports, the ships presently use
High-Bitrate Digital Subscriber Line (HDSL) and Virtual Private
Networking (VPN) using 3COM SuperStackII NETBuilder Secure
Internet/Intranet routers to tunnel back through the WAN to their
homeports. The underway solution must be compatible with the normal
inport scenario allowing seamless transition from an inport to underway
scenario. All interested vendors should provide detailed information
such as equipment identification and supporting literature along with
a cost per minute analysis if a proprietary INMARSAT path is used. This
announcement is not in any way a request for proposals nor does the
Government intend to pay for any information submitted in response to
this notice. Address all responses to the Technical POC referenced in
