John Heinz III Center for Science, Economics and the Environment, Washington, DC for the acquisition of services to develop a conceptual framework and coordinate a steering group to work on coastal management issues for the Coastal Services Center, Charleston, SC. Services shall include coordination of an analysis of policy implications of costs associated with coastal hazards, as a coastal management issue, with the governmental, non-governmental, and private sectors and encompassing policy, enviroimental, social and economic considerations. Develop a detailed framework and implementation plan for policies on risk and vulnerability from coastal hazards. Also, contractor shall conduct presentations, discussions, and interactions, as well as support, in conjunction with large national meetings of the coastal management community. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. The period of performance will be 9/15/99 through 9/14/00. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office.
