The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS). Division of Knowledge Development and Systems Change (DKDSC)plans to award a sole source simplified acquisition to the National Association of State Mental Health Planning and Advisory Councils (NAMHPAC), Alexandria, VA. The contractor represents State Planning and Advisory councils and has synthesized and disseminated Knowledge Development and Application (KDA) products that relate to mental health service delivery topics. The contractor shall translate and disseminate selected CMHS KDA products into brief, user friendly strategies. The contractor shall also identify the extent to which CMHS knowledge products are used in the state planning process and develop a pamphlet on the topics of Systems of Care for Children and Managed Care. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued. A determination by the government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
