COMMERCE BUSINESS DAILY ISSUE OF AUGUST 6,1999 PSA#2404NOTICE OF AN INTENTION TO CONDUCT A FIELD DEMONSTRATION AND PERFORMANCE
VERIFICATION STUDY OF TECHNOLOGIES TO DETERMINE TOTAL PETROLEUM
HYDROCARBONS IN SOIL Technical Contact: Kirankumar Topudurti, Tetra
Tech EM Inc., 200 E. Randolph Drive, Suite 4700, Chicago, IL 60601.
Phone -- 312-856-8742; EPA Point of Contact: Stephen Billets, US
Environmental Protection Agency, National Exposure Research Laboratory,
Environmental Sciences Division, P. O. Box 93478, Las Vegas NV 89193.
Phone -- 702-798-2232. As part of the Superfund Innovative Technology
Evaluation (SITE) Program, the U.S. Environmental Protection Agency
(EPA), with technical support provided by Tetra Tech EM Inc., announces
an intent to conduct a demonstration designed to verify the performance
of commercial technologies which can be used for the identification and
quantitation of various petroleum hydrocarbon fractions in soil. Many
EPA Regions, several Program Offices, and other Federal Agencies have
expressed an interest in the performance of various petroleum
hydrocarbon detection technologies under field conditions. To obtain
this information, the EPA will conduct a demonstration study at certain
well-characterized sites to verify the performance of those
technologies selected to participate in this study. As part of the
demonstration, each developer will be given information on the site
history and access to sampling areas. Reference analytical data from
certain samples will be used to measure key performance parameters such
as precision and accuracy. In addition, other factors such as cost and
sample throughput will be determined. During the demonstration, each
developer will operate its technology in accordance with the
experimental design of the study. The demonstration is expected to be
conducted over a 3- to 4-day period at each field site. To explain the
demonstration process to potential participants, an informational
meeting will be held on September 15, 1999, at the EPA Laboratory in
Las Vegas, Nevada. Interested parties should contact one of the
individuals listed above to receive an invitation to this meeting. This
notice is intended to solicit interest in this demonstration which is
sponsored by the Monitoring and Measurement Technologies (MMT)
component of SITE. This program offers technical expertise and
logistical support, including access to demonstration sites, to
developers of technologies of interest to the EPA. The primary goal of
the SITE Program is to facilitate the acceptance and use of new and
innovative technologies that are applicable to a wide range of
environmental problems. The EPA meets this goal by working with
technology developers and other Agencies in planning and conducting
demonstrations, evaluating the data generated, and promoting acceptance
of the technologies. The SITE Program does not offer any direct
financial support to the participants in a technology demonstration.
Each developer is expected to secure the resources needed to support
their participation in the performance verification process. In
addition to a detailed technical report, the MMT provides each
participating developer with a verification statement that summarizes
the performance of the technology under the conditions of the
demonstration. Interested developers with appropriate technologies
(i.e., commercially available with proven field use) should provide a
brief letter of interest to Dr. Kirankumar Topudurti (Tetra Tech EM
Inc. ) or Dr. Stephen Billets (EPA) no later than September 3, 1999.
