COMMERCE BUSINESS DAILY ISSUE OF AUGUST 6,1999 PSA#2404R -- NONPROLIFERATION AND NATIONAL SECURITY INSTITUTE The U.S.
Department of Energy (DOE) intends to continue performance of services
currently being performed under Contract No. DE-AC04-93AL97273 by
Wackenhut Services, Inc. (WSI) for a period of six months beyond the
current expiration date of the contract. The contractor currently
provides safeguards and security services in support of the DOE Office
of Nonproliferation and National Security Institute (NNSI) in
Albuquerque, NM and other nonproliferation and national security
activities in Washington, DC and outside the US. DOE intends to
negotiate with only the one source identified above under the authority
of Section 303(c)(1) of the Competition in Contracting Act, Pub. L.
98-369(41 U.S.C. 253(c)(1)). As legislation has been introduced in the
U.S. Congress to reorganize DOE, it is currently unknown where the
Safeguards and Security organization and its mission will fall under
the new agency, or to what extent the proposed reorganization will
impact NNSI. There is currently not enough information to accurately
prepare a solicitation package. It is not known what services may
ultimately be required, the scope, the projected budget, or the type of
contract that would be most beneficial to the Government. There is a
strong likelihood that the requirements will change radically within
the next six months. Given the degree of uncertainty, WSI, at this
time, is the only responsible source available to continue to satisfy
the Government's needs. It is in the best interests of the Government
to delay a competitive procurement until its needs are clearly defined
through establishment of Congressional policy. It is anticipated that
this will be accomplished in the next six months and that a synopsis
of the competitive solicitation for the new requirement published in
the January 2000 timeframe. All interested responsible sources should
