intends to solicit the services of a qualified regulated utility
company in the State of Maine to install, own and maintain the natural
gas service facilities to provide an adequate supply of natural gas to
heat approximately 32+ buildings at the Naval Air Station Brunswick,
Rte 24, Brunswick, Maine. The estimated annual consumption will be
approximately 1,303,996 ccf/yr, with an average heating season demand
level of 543.33 ccf/hr. The service facilities to be provided should
include an adequately sized service main connection with the
appropriate interstate gas transmission line (city gate) with
sufficient pressures to handle the load criteria of the NAS Brunswick
and any other service connections intended to be tapped off of the new
service main. An adequately sized service main extension should then
be extended onto the NAS Brunswick property to provide individual
services to the 32+ buildings at the Activity. Allbuildings will have
dual fuel capability with oil as an alternate fuel with the exception
of a master metered facility at Bldg. 211 for eight (8) individual
barracks facilities. Although not part of this solicitation future
service connections and DSM (Demand Side Management) conversion of
various on base housing sites will eventually be added to the utility
service contracts. These possible sites include: Station Qtrs. (16
units), Midway Terrace (62 units), Brunswick Gardens Officers Qtrs. (44
Units), McKeen Street (231 units), Topsham Annex (177 units). The
balance of Brunswick Gardens units (224) are to be demolished and
replaced with (211) newly constructed units. These new units will be
designed for natural gas heating usage, etc. Service requirements
should be installed and in place to provide natural gas services no
later than October 1, 2000. All responsible sources must have the
necessary licensing and registrations to provide natural gas in the
State of Maine. Potential offerors are requested to provide a written
statement of interest confirming their status as a regulated utility in
the State of Maine to Mr. Andy Shanks at the following address:

This procurement will be issued on an unrestricted basis. The SIC Code
is 4923 with a size standard of $5,000,000. In accordance with the
provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR

Registration (CCR) database. Lack of registration in the CCR database
on the part of an offeror will make an offeror ineligible for an award.
