N68711-98-R-5408 is to award a firm fixed price construction contract
to the responsible offeror whose proposal, conforming to the RFP, will
be most advantageous to the Government resulting in the Best Value,
cost or price and other factors considered for the following: CVN
Berthing Wharf (concrete structure, portal crane track,
civil/mechanical services, electrical services, fendering and
appurtenances); CVN Warehouse (single story steel frame, steel
stud/stucco walls, mechanical/electrical systems, various architectural
and finish items); the Laydown Building (pre-engineered steel building
concrete block masonry curb walls, mechanical/electrical systems,
various architectural and finish items); Special Construction (rock
dike, dredge spoil fill, earthfill, soils densification and floating
dock); Civil/Mechanical Utilities (potable water, steam, condensate
return, sanitary sewer, oily waste, lift stations, aviation fuel,
compressed air, saltwater); Electrical Utilities (power distribution,
substations, area lighting, fire alarm, telephone and switch building);
Paving and Site Work (asphalt concrete paving, storm drainage and
miscellaneous); Demolition (demolish/remove Pier J/K and
miscellaneous); Dredging (dike foundation, berthing/approach, dike fill
and disposal); Environmental Mitigation (excavate/haul/dispose and rock
revetment) and incidental related work. The work shall be located at
the Naval Air Station, North Island, San Diego, California. The
estimated cost exceeds $10 million. Firm Fixed Price contract. Contract
performance period is 730 calendar days. The following evaluation
factors (Past Performance, Technical Expertise, Proposed Subcontracting
Effort, Price approximately equal in importance) and their associated
subfactors, listed in descending order of importance, will be used to
determine the best value proposer: Factor 1: Past Performance -- 1)
Past performance on the construction of new concrete berthing wharves
or piers with high voltage power, potable water, steam, sanitary sewer,
oily waste, fuel, compressed air, and salt water for deep draft (draft
greater than 25 feet) vessels in the last 10 years. Provide point of

past performance questionnaire. 3) Past performance with the placement
of rock dikes and fill, and fill densification in the last 5 years.

(draft greater than 25 feet) vessels in the last 10 years. Provide

construction of new berthing facilities' utilities, including high
voltage power, potable water, steam, sanitary sewer, oily waste, fuel,

Subcontractors' past performance on dredging projects in the last 5
years. Provide point of contact (phone, fax, and mailing address) for
past performance questionnaire. 7) Subcontractors' past performance
with the placement of rock dikes and fill, and fill densification in

address) for past performance questionnaire. 8) Prime or
subcontractors' past performance in the creation of environmental
habitat including but not limited to shallow water and intertidal
mudflat. Provide point of contact (phone, fax, and mailing address) for
past performance questionnaire. Factor 2: Technical Expertise -- 1)
PRIME experience and technical expertise in concrete piers/wharves
construction, dredging, rock dikes and fill, fill densification, and
creation of environmental habitat. Provide projecttitle, location,
schedule data (initial contract requirement and actual), cost data
(initial award, change order amount, and final contract value), and
awards or accolades received for each listed project. 2) SUBCONTRACTOR
experience and technical expertise in concrete piers/wharves
construction, dredging, rock dikes and fill, fill densification, and
creation of environmental habitat. Provide project title, location,
schedule data (initial contract requirement and actual), cost data
(initial award, change order amount, and final contract value), and
awards or accolades received for each listed project. 3) PRIME detailed
plan to meet the following minimum performance guidelines for dredging
and disposal operations: (a) No disposal of dredged sediments at NAB
Coronado between 1 April and 15 September of any calendar year. (b) If
proposed, provide a sketch of the pipeline route and the location of
pumping station. (c) Emissions generated during the construction of the
entire project (dredging and disposal operations included) shall comply
with all applicable local, state, and federal rules, regulations, and
standards, and shall not exceed 50 tons per year for NOx and 50 tons
per year for VOC. In order to ensure this project meets stringent air
quality standards, offers incorporating NOx control technologies will
receive special consideration. These technologies for the engines of
dredging vessels could include, but are not limited to: timing
retardation, turbo-charging, after-cooling, alternative fuels,
selective catalytic reduction, etc. The contractor shall be responsible
for providing any offsets required to obtain air quality permits or
registration. New Source Review (NSR) rules apply to sources which are
subject to Air Pollution Control District (APCD) authority and require
offsets for projects emitting above threshold quantities as stated in
the APCD Rules and Regulations. Submit estimated NOx and VOC emissions
from (1) permitted/registered operations, and from (2) non-permitted
operations (such as transport, support equipment, vehicles, etc.). (d)
All safety measures to protect personnel and property from damages
that could result from handling dredged materials that potentially
contain munitions. (e) Dredge sediments intended for the NAB Coronado
enhancement site shall not exceed three (3) inches in diameter. (f)
Limiting sound levels to 75 decibels during any one-hour period of time
within the boundaries or influence of NASNI, NAB, and the City of
Coronado. (g) Minimal nighttime work light impacts to the City of
Coronado, NASNI, and NAB. 4) Qualifications and experience of the
proposed Project Manager in the construction of new berthing
facilities, dredging, and fill projects in the last 5 years. 5)
Qualifications and experience of the proposed Superintendent in the
construction of new berthing facilities, dredging, and fill projects in
the last 5 years. 6) PRIME proposed construction schedule. Schedule
shall be evaluated for realism, task logic, dependencies, and
durations. 7) Plan for minimizing the number of material and equipment
delivery vehicle trips through the City of Coronado. 8) Plan for
minimizing the number of personnel vehicle trips and parking in the
City of Coronado. 9) Plan for compliance, to the maximum extent
practicable, with the City of Coronado Noise Abatement and Control
Ordinance; a copy of which can be obtained from the Coronado Public
Library. 10) Plan for usage of recovered materials to the maximum
extent possible. Also includes EPA designated items as defined at
www.epa.gov/cpg. 11) OSHA incidence rate for last five years using the
following formula -- LOST WORKDAY CASES + RESTRICTED WORKDAY CASES
TIMES 200,000 DIVIDED BY HOURS WORKED. 12) OSHA severity rate for the
last five years using the following formula -- LOST WORKDAYS +
RESTRICTED WORKDAYS TIMES 200,000 DIVIDED BY HOURS WORKED. 13)
Experience Modification Rate (EMR) for the state in which the work is
to be accomplished for the current year, plus the last five years. 14)
Federal, State and Municipal OSHA-type citations fromlast five years.
15) Prime Contractor's proposed safety and health quality control
program. Note: The Government reserves the right to request safety
information (items 11-14 above) for all potential subcontractors.
Failure of any offeror to provide such requested information will
result in the offeror being removed from the procurement as
non-responsive. If subcontractors are not listed in the offeror's
proposal, then the Government reserves the right to approve any and all
subcontractors based on the required safety data after award. Factor 3:
Proposed Subcontracting Effort -- Proposed subcontracting effort, as
well as Past Performance of subcontracting effort, to include breakdown
of work intended to be subcontracted to Very Small Business, HUB Zone
businesses, Small Business, Small Disadvantaged Business, Women Owned
Small and Women Owned Small Disadvantaged Business. Factor 4: Price The
Standard Industrial Code (SIC) is 1629 and the annual size standard is
$17 million. All solicitation documents will be electronic. No paper
copies will be produced. CD-ROMs will be produced for prime contractors
only, one each, and will distributed on a first come, first served
basis. Solicitation documents will also be posted as Adobe Acrobat PDF
files on the SWNAVFACENGCOM active solicitations website at
http://www.efdsw.navfac.navy.mil on or about 20 August 1999. Proposals
will be considered from all responsible sources. Proposals will be due
on 4 October 1999 at 1:00 PM Pacific time. Technical inquiries must be
