A -- The Defense Threat Reduction Agency (DTRA) plans to award a
modification to contract DNA001-95-C-0211 entitled, "Analysis of High
Value Fixed Targets." This effort shall include but not be limited to
the development and validation of "first principal" computer codes such
as finite element or finite difference codes to response of and damage
to high value fixed targets attacked by modern conventional weapons
such as precision guided munitions. These "first principal" computer
codes will be used to generate additional data for developing and
validating weaponeering models that will be used by weaponeering tools
such as the DTRA developed MEA (Munitions Effects Assessment). This
modification will perform the final validation of the "first principal"
computer codes and the attendant physics models. Aptek has developed a
series of models for the Non-Linear Finite Element Program DYNA. These
models are part of the final deliverables for the contract above. The
models have not been completely validated or documented. Aptek has also
developed a significant amount of corporate knowledge concerning this
program. Thus, DTRA believes that it would be in the best interest of
the Government to procure this effort as a sole source to Aptek,
Incorporated, 1257 Lake Plaza Drive, Colorado Springs, CO 80906.
Contemplated period of performance is seven (7) months. Any other firm
desiring consideration must fully identify its capability to perform
the requirement -- see Note 22 -- a solicitation will be issued to
