Kimberly D. Duncan, k.d.duncan@larc.nasa.gov. NASA/LaRC plans to issue
a Request for Quotation (RFQ) for a study for development and testing
of a high level axial array duct sound source for the NASA Flow
Impedance Test Laboratory. The Contractor shall implement an automated,
optimal linear phased array of acoustic drivers modified to maximize
acoustic coupling efficiency with the NASA Flow Impedance Tube (FIT) to
achieve at least 155 dB from 0.5 to at least 4 kHz. The Contractor
shall 1) fully automated (making use of Labview interface) the
calculation and optimal phasing of a linear array of JBL-2485 acoustic
compression drivers to achieve maximum sound pressures for discrete
frequency type spectra in the NASA FIT. Determine optimum mechanical
coupling configuration wit the NASA FIT. 2) investigate mechanical
modifications of JBL-2485 compression drivers to achieve improved
coupling efficiency to the NASA FIT when using an optimal phased array
configuration. 3) investigate the feasibility of generating in the
NASA FIT, symmetrically shaped, highintensity sound pulse trains, with
peak amplitudes of at least 165 dB and periods ranging between 0.1 and
1 milliseconds. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase
the items Fuller Technologies, Inc., Virginia Beach, VA, unique
services available from one source. Fuller Technologies is the only
company that is able to 1) fabricate and configure specialized acoustic
sources designed for efficient coupling to the NASA Flow Impedance
Tube, 2) implement computer control of the acoustic driver phasing to
maintain maximum acoustic power input to the system as system operating
parameters change, and 3) provide automatic pulse shaping technology to
achieve high peak level, symmetric pulse shapes. This combination of
these features is unique to Fuller Technologies, Inc. Fuller
Technologies provides the required blend of extensive background in
signal processing and active control actuator technology robustness to
increase the potential for successful implementation of this technique
for the specialized requirements of the FITL. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
non-responsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications

sources may submit an offer which shall be considered by the agency. An
