Atmospheric Administration (NOAA), National Weather Service (NWS),
Office of Systems Operations, Silver Spring, MD, intends to negotiate
on a noncompetitive basis with Communications and Power Engineering
(CPE), Camarillo, CA to support the National Weather Service in
development, integration and test of a concatenated speech prototype
subsystem for the operational NOAA Weather Radio Console Replacement
System (CRS). The CRS is an integrated set of computer hardware and
software (some of which is proprietary to CPE) which will automatically
and concurrently ingest data, interpret and process the data, and
produce output to the operator and up to thirteen separate NOAA Weather
Radio (NWR) transmitters. To meet NWS project milestones, this
prototype development must be completed within four months. Vendors who
believe they can meet this requirement are required to submit in
writing an affirmative response demonstrating they have all of the
following: 1) extensive operational experience with design, development
and implementation of text-to-speech systems currently used in the CRS
(DECTalk) and deployed at NWS forecast offices, and concatenated
speech technology; 2) expertise in the development of software for
automating NWR broadcasts with operational application of custom C
code, developed by CPE, and application of proprietary CPE software,
Secure Network Queue Manager(SNQM); 3) demonstrated experience in the
implementation of operational software systems using UNIX Ware and 4)
knowledge and expertise in development and integration of prototype
PC-based systems, such as CRS, using custom hardware and software.
Vendors must be able to apply these abilities without delay in
prototype development. Offerors who believe they can satisfy the
requirement must demonstrate their ability in writing. All written
responses must include a written narrative statement of capability,
including detailed technical information and other technical literature
demonstrating the ability to meet the above requirements. The response
must be sufficient to permit agency analysis to establish a bona fide
capability to meet the requirements. Failure to submit documentation
will result in the Government proceeding as stated above. A
determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. A fixed-price, contract is contemplated
for this effort. Affirmative written responses must be received no
later than 45 days after publication to this synopsis. See Note 22.
