Coastal Systems Station (CSS) owns Laser Line Scan (LLS) sensors that
were designed and fabricated by Raytheon Electronic Systems (RES).
These sensors are frequently deployed for tests and demonstrations.
These tests and demonstrations are typically intended to resolve
technical issues concerning underwater laser based electro-optic
imaging systems, to advance the state-of-the-art in underwater laser
based electro-optic imaging system technology, and/or to test or
demonstrate the military utility of the sensors. CSS requires technical
support from RES to support these activities. CSS intends to award on
a sole-source basis an Indefinite Delivery Indefinite Quantity Contract
(IQC) to RES for the required technical support. The basis for this
sole-source is that the government does not own any of the technical
data required to perform these actions. In addition, these sensors
incorporate Raytheon proprietary designs. The scope of this effort will
include 1) hardware and software maintenance of the sensors, 2)
hardware and software modification of the sensors, 3) technical
analysis, design, and development to support sensor modification, 4)
modeling, 5) associated image and signal processing algorithm
development, implementation, and testing, 6) testing and test support,
and 7) data analysis. The total contract period of performance will be
