The contractor shall perform operation and maintenance of
Government-owned facilities and equipment at Lackland AFB, San Antonio
TX. This requirement is an OMB Circular A-76 Cost Study and a contract
will not be awarded if government performance is determined to be more
advantageous than contractor-provided services. The cost comparison
involves 13 officers, 493 enlisted, 1,084 civilians, and 85
non-appropriated fund (NAF) employees. Functional areas included in the
study are: 1) Maintenance and Operations 2) Environmental Management 3)
Energy and Utilities Management 4) Community Services 5) Publications
and Forms Management 6) Marketing and Publicity 7) Site Maintenance 8)
Space Management 9) Emergency Management 10) Engineering Services
(Design and Construction) 11) Custodial 12) Airfield Support (proposed
Small Business Set-aside ) 13) Transportation 14) Human Resources
Management 15) Housing 16) Communications and Information Technology
17) Supply Services and 18) Resource Management 19) Trainer
maintenance. A single award for the eighteen functional areas will be
made under full and open competition. SIC code is 8744 (Size Standard
$20 million). The highest security clearance required is Top Secret.
National Agency Checks (NAC) will be required for all employees having
access to an AF computer system. A cost plus incentive fee contract is
contemplated for Base Operating Support Services. A Firm fixed price
contract is contemplated for the Airfield support portion.
Subcontracting of 30% of total contract dollars to small business is
required. The cost comparison will be held on/about 23 Jun 00. 2. Air
Field Support IS BEING CONSIDREED FOR SMALL BUSINESS SET-ASIDE PROVIDED
RESONALBE INTERST IS SHOWN. This is a service dedicated to providing
safe, effective airfield management, weather forecasting and
observations, transient alert services, aircrew life support services
and flight records management supporting numerous Department of Defense
organizations and commercial partners. 3. Special notice to Small
business: Small Business Administration (SBA) rules on affiliation,
teaming and limitations of subcontracting have changed. Briefly, in
pursuing a set-aside contract small business may now team together (and
even affiliate) and be eligible for award of a set-aside contract.
Prior to rule change a contracting officer could set aside a
procurement when there was an expectation of two or more competitive
offers from small business prime contractors who would perform at least
50% of the services in house. The new affiliation rules allow a
set-aside when there is an expectation of two or more competitive
offers from small business teams (small business prime contractor with
small and large business subcontractors), when at least 50% of the
services will be preformed by the collective efforts of all small
business members of the team. (Reference FAR 52.219-14 (1), Limitation
of Subcontracting 4. A preproposal conference will be held beginning
30 Aug 99 _ 2 Sept 99; with specifics being identified in the Request
for Proposal (RFP). Tentative proposal receipt date is 12 Nov 99. Hard
