The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to modify contract N00140-97-C-L205 with Coastal Government Services, Incorporated, to obtain additional non-enrollee appointments during FY00 to support the contractor-operated Primary Care Clinic (PCC) at the Naval Medical Clinic Quantico, VA. Subject contract was awarded on 29 May 97 with services to be provided during the basic performance period of FY98. Annual options were provided for four years thereafter. The option for FY00 will be exercised by the Government. The contract provides primary care to both TriCare Prime enrollees and also provides non-enrollee appointments. The quantity of non-enrollee appointments varies depending upon the enrollment level at any given time. The basic terms of the contract provide for approximately 23,000 non-enrollee appointments per year at an enrollment level of zero. The proposed modification will add 700 non-enrollee appointments per month during FY00 to accommodate unforeseen increases in non-enrollee demand in the MTF's catchment area that cannot be reasonably accommodated within the civilian provider network being established under the Managed Care Support Contract (MCSC) in Region 1. FISC Norfolk Detachment Philadelphia intends to negotiate on a sole source basis with Coastal Government Services for this requirement. This firm is considered the only source capable of providing services which meet all of the Navy's requirements by 1 Oct 99 as they are the competitively selected contractor responsible for the entire operation of the PCC. Interested parties may identify their interest and prove their capability to respond to this requirement for additional non-enrollee appointments at the Coastal-operated Quantico PCC. This notice of intent is NOT a request for competitive proposals. However, all information received within forty-five (45) days after date of this notice will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
