(EOP), Office of Administration, requires the development and
management of a system for the collection of urine specimens from
selected Federal employees and job applicants for testing for the
presence of illicit drugs. This is a solicitation for commercial items
prepared in accordance with format in FAR Part 12, as supplemented
with additional information included in this notice. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-09. The SIC Code is 8071. This
shall be a indefinite quantity/task order type contract. The
contractor shall provide testing for all of the EOP complex. Types of
testing include: random, reasonable suspicion, new applicant, accident
or unsafe practice, and voluntary. The number of collections involved
will be approximately 1,000 per year. The contractor shall provide a
collection site location where employees will provide urine specimens
under controlled conditions. The contractor is responsible for assuring
collection site at a minimum to include: all necessary personnel,
materials, facilities and supervision to provide collection, security,
temporary storage and transportation of urine specimens to a certified
drug testing laboratory; a clean, well lighted, sufficiently secure
facility to prevent compromise during the collection; urine collection
is to be secured at all times; location of the facility shall be
within one (1) mile of the EOP complex; and the contractor must be able
to provide collection services in other major cities throughout the
United States as is necessary within a ten 1(10) mile radius of the
city requested. The provisions at 52.212-1, Instructions to
Offerors-Commercial Items apply to this acquisition with the following
addendum: written offers shall include information on past performance
and capability to provide urine specimen collections for the EOP
complex. The provision 52.212-3, Offeror Representations and
Certifications-Commerical items, apply to acquisition. Offeror shall
include a complete copy of 52.212-3, Offeror Representations and
Certifications-Commercial Items, and Contractor Establishment Code
(CEC) number with its offer. FAR Clause 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. FAR Clause
52.212-5, Contract Terms and Conditions Required to Implement Status or
Executive Orders-Commercial Items, applies to this acquisition and the
following clauses under paragraph (b) apply: 52.203-10, Price of Fee
Adjustment of Illegal or Improper Activity; 52.219-14, Limitation of
Subcontracting; 52.222-26, Equal Opportunity; 52.222-35, Affirmative
Action for Special Disabled and Vietnam Era Veterans; 52.222-36,
Affirmative Action of Handicapped Workers; 52.222-37 Employment Report
on Special Disabled Veterans and Veterans of the Vietnam Era. Any
contract awarded as a result of this RFP will contain a clause
prohibiting the contractor from referring to this contract in
commercial advertising or similar promotions in such a manner as to
state or imply that services provided are endorsed or preferred by the
Executive Office of the President, or any other element of the Federal
Government or is considered by these entities to be superior to other
