Medicine (NLM) to procure professional services on a sole source basis
from Custom Software Service (CSS), LLC, 2315 Homestead Drive, Silver
Spring, MD 20902, for the web-based ChemIDplus. The vendor will: (A)
Complete the creation of a web-based front end for ChemIDplus, modify
database schema as requested by NLM, test and document front-end; (B)
Create a generic batch updating process for chemical lists using PERL
script, testing and documenting the batch update process; (C) Create a
batch program to generate a card image of the file, test and document;
(D) Upgrade the ChemIDplus/structure search system. The vendor will
provide migration of ChemID's current Elhill mainframe maintenance
process to a web interface using the Oracle database; and create a
web-based front end which will allow users to search for chemicals
based upon specific selection criteria. This will allow NLM to correct,
add, delete, and change the information for a single chemical or a
group of chemicals. CSS's staff have the appropriate experience in the
Oracle database structure and Chemscape Server ISIS/Host, an MDL
Information System, Inc.'s proprietary software used for creating and
searching relational chemical databases. CSS is already familiar with
the ChemIDplus file and the MDL Information System, Inc. structure data
interface and will not need any start-up time or expenses. CSS has
conducted several previous web interfaces for NLM using this software.
Based on CSS prior expertise and knowledge of the software program,
CSS will be able to: (1) make an immediate contribution to the
ChemIDplus database as required by the overall project schedule; (2)
provide web interface and knowledge related to the Chemscape Server
ISIS/Host; (3) CSS can acquire the resources necessary to create this
service within a 38-day period. This service must be completed by
September 30, 1999. The anticipated period of performance will be
August 24, 1999 through September 30, 1999. This notice of intent is
not a Request for Quotations (RFQ) nor is an RFQ available, however,
all responsible and responsive sources may submit a proposal which will
be considered by the NLM. Firms interested in responding to this notice
must be able to provide professional service as specified and listed
above. Responses should sufficiently demonstrate the firm's ability to
meet the government's requirements. Responses are required within
fifteen (15) calendar days from the publication date of this notice.
