the CBD on 19 July 1999 is amended as follows: The requirements for the
technical Two-Phase Source Selection criteria factors are identified
below: In Phase One, Factor A -- Past Performance; Factor B Support for
Small Business Program, (1) Subcontracting Past Performance; Factor C
-- Corporate Experience; Factor D -- Technical Approach; and Factor E
-- Sustainable Design. For Phase One, the Request for Technical
Proposal will be issued on 16 August 1999. The receipt date of
Technical Proposals is 15 September 1999 at 2:00 p.m. In Phase Two,
Technical and Price Proposals will be requested after the competitive
range has been established. Up to five selected offerors will be
requested to submit Technical and Price Proposals. The technical
requirements for Phase Two are: Factor A -- Building Engineering,
Material Quality and Maintenance; Factor B Support for Small Business
Program, (1) Subcontracting Plan Effort; Factor C -- Site Design and
Engineering; Factor D -- Sustainable Design; and Factor E Schedule. The
price requirements for Phase Two are: Factor A Price. The receipt date
for Technical and Price Proposals will be established later. Phase Two
will be evaluated on the offerors' technical proposal and price
proposal. Overall, technical and price factors will be equal in
significant. The Government reserves the right to reject any or all
proposals at any time prior to award; to negotiate with any or all
proposers; to award the contract to other than the lowest total price;
and to award to the proposer submitting the proposal determined by the
Government to be the most advantageous to the Government. PROPOSERS ARE
ADVISED THAT AN AWARD MAY BE MADE WITHOUT EXCHANGES OR ANY CONTACT
CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume that
they will be contacted or afforded an opportunity to qualify, discuss,
or revise their proposals. All other information remains unchanged.
