324-2956 This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Award will be
for a Firm-Fixed Price Contract. This solicitation is being issued as
Request for Quotation (RFQ) Number 78918 for "Brand Name or Equal" for
mask compatible voice amplifiers. These are self-contained miniature
amplifiers which when attached to the MCU-2A/P Protective Mask provides
improved communications to the mask-wearer. The provisions and clauses
incorporated are those in effect through Federal Acquisition Circular
(FAC) 97-12. This solicitation is issued under the Simplified
Acquisition Procedures (SAP) and is a Small Business Set-Aside under
the Test Program in accordance with Subpart 13.5. The Standard
Industrial Classification (SIC) Code is 3842 and the Business Size
Standard is 500 employees. This RFQ is a "one-time buy" for 1,100 Voice
Amplifiers with an option to buy additional quantities, if necessary.
The manufacturer is AudioPack Sound Systems: Model B-181050, NSN
5830-07-364-4595. The salient characteristics for the voice amplifiers
are as follows: (1) The voice amplifier shall be able to be mounted on
the following protective masks: MCU-2A/P or MCU-2/P manufactured by the
Mine Safety Appliances Company, M-40 manufactured by the Campbell
Company and ILC Dover and M-45 manufactured by ILC Dover; (2) shall
amplify the mask wearer's voice over a range of seventy-five (75)
meters; (3) shall provide clear amplification of the user's voice and
meet intelligibility requirements per ANSI S3.2 Monosyllabic Word
Intelligibility Test; (4) shall have a spring loaded jaw that requires
no additional or interim mounting pieces; (5) must be quick and easy
to attach, remove and mount to the protective mask, preferably with one
hand; (6) shall maintain the integrity of the mask; (7) shall use a
9-volt battery; (8) the battery shall be installed from the bottom of
the amplifier, when the unit is attached to the MCU-2A/P Protective
Mask; (9) shall provide from 10 to 15 hours of amplification at a 50%
transmission rate; (10) shall have passed testing for use with masks by
any Federal Government agency (11) shall be water-resistant and
decontaminable; (12) shall be compatible with a variety of radio
systems; (13) shall weigh less than 9 ounces; (14) shall not extend
more than 2.25 inches from the mask's voicemitter (the overall
dimensions should be 2.25" depth by 3.0" width by 3.5" height); (15)
shall not impair or obstruct the user's vision or line of sight; (16)
shall not violate or impair the mask's seal; (17) may be used in
temperatures ranging from 0 degrees Celsius to 80 degrees Celsius; (18)
shall meet the following environmental requirements per MIL-STD-810E:
temperature shock, mechanical shock, blowing rain, corrosive
atmospheres, electromagnetic interference (EMI) and electromagnetic
compatibility (EMC); (19) shall not be susceptible to either chemical
agents or to 9% HTH solution, the standard decontamination solution;
and (20) shall be sufficiently water-resistant to withstand the
accepted gas mask decontamination procedure, which involves immersion
in HTH solution for five (5) minutes. The warranty period shall be
effective one (1) year after acceptance. If the offeror proposes to
furnish an "equal" product, the manufacturer's name and specifications
must be submitted with the quote along with a sample for technical
review. The shipping cost shall be borne by the contractor. All samples
will be returned, at the expense of the contractor. Therefore, provide
your Federal Express Number along with your quote. Delivery of the
1,100 voice amplifiers should be within 90 days or sooner after receipt
of order. Quotes shall be for FOB Destination for the 57 FBI drop
shipment locations within the 48 contiguous states to include
Washington, DC, Hawaii, Alaska and Puerto Rico. A drop shipment list is
available upon request. Also, the drop shipment addresses for the FBI
offices are on website, www.fbi.gov. The following FAR provisions and
clauses are incorporated by reference and apply to this solicitation.

evaluated in accordance with FAR Provision 52.212-2
Evaluation-Commercial Items (JAN 1999). Award will be made on a best
value basis to the responsive, responsible quoter whose quote conforms
to this solicitation and is the most advantageous to the Government.
The following evaluation factors in descending order of importance will
be used to evaluate offers: (1) technical capability, (2) price and (3)
past performance. All quotes shall be on company letterhead and
submitted to the address listed above no later than 4:00 p.m. EDT,
August 24, 1999 and must be clearly marked RFQ 789519. Faxed quotes
will be accepted at (202) 324-3767. Offerors are hereby notified that
if your quote is not received by the date/time and at the location
specified in this announcement, it will be considered late and shall be
handled in accordance with FAR Provision 52.212-1(f) (JUN 1999). Posted
