notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
issued as a request for quotation. Submit offers on RFQ # 906. The
solicitation documents and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-12. This
acquisition will be processed under Simplified Acquisition Procedures
(SAP) and is not a Small Business Set-Aside. The associated Standards
Industrial Classification Code (SIC) for this procurement is 3826 and
the small business size is 500 employees. SCHEDULE: The Rocky Mountain
Laboratories, Laboratory of Human Bacterial Pathogenesis (LHBP) has a
requirement for a protein purification system to purify molecules from
complex starting materials derived from cell lysates, tissue
homogenates, recombinant protein expression systems and other sources.
The system must be able to perform separations based on a variety of
sample characteristics, such as molecular weight, net surface charge,
and hydrophobicity, while retaining biological activity. The system
must have the capability to automate the running of large open columns,
as well as a variety of gel filtration media. The system must be a
two-pump gradient system that can provide a flow rate range of 0.001 to
10 ml/min and a pressure range from 0-25 Mpa (3625 psi). The two-pump
gradient system must provide for dynamic mixing and provide shallow
gradients for high-resolution separations of biomolecules. The two-pump
and mixer configurations produce high accuracy and precision in
gradient formation. The system controller must allow for the automation
of the optimization of separation parameters (sample volume, flow rate,
gradient slope, buffer pH). This allows a small amount of sample to be
consumed in optimization of the purification scheme. In order to
facilitate cleaning, storage and use of columns, the system must
include two motorized valves, one for the column inlets and one for the
column outlets. The controller must allow programs to be time-based,
column-based, or column-volume based. The accompanying software must
allow the user to enter details of the next purification at the same
time the current separation is being done and simultaneously integrate
and evaluate the results of earlier runs. The system controller and
software must monitor three pumps, six motorized valves, a fraction
collector, a dynamic gradient mixer, a chart recorder, UV monitor and
a conductivity pH monitor. The system shall include a fraction
collector that allows fixed volume fractionation or automatic peak
fractionation. The system shall also include a 350 MHz Intel Pentium PC
which has, at a minimum: 100 MHz bus speed; 512 KB cache; 6.4 GB Ultra
ATA hard drive; 3.5" 1.44" floppy drive; 24x CD-ROM drive; Iomega
internal ZIP100 drive (IDE version); ATI Rage PRO Turbo AGP2x enhanced
graphics; 4 MB video SGRAM; ESS ES1869 embedded sound card; 1 AGP
expansion slot; 2 ISA expansion slots; 5 PCI Expansion slots; 2 serial
and 1 parallel ports; 104 key enhanced keyboard; PS/2 style mouse; 17"
monitor; network interface card; Microsoft Windows NT 4.0 Workstation
4.0; and standard 3 year limited warranty. FOB Point shall be
Destination, Hamilton, MT. Inside delivery, which shall include
installation and set-up, shall be 30 days after receipt of order (ARO).
Training for up to two persons shall be included at the convenience of
the laboratory. Delivery location is Rocky Mountain Laboratories, 903

Offerors must include with their offer a completed copy of the
provisions at FAR 52.212-3 Offerors Representations and Certifications
Commercial Items. The Government intends to make a best value buy to
the responsible offeror whose offer is most advantageous to the
Government. Evaluation will include (i) the technical capability of the
item offered to meet the agency need and (ii) price. Warranty
information to include period and coverage, shall be stated. Offerors
must include with their offer certification that all hardware and
software offered are Y2K compliant. Offers may be mailed or faxed to
