STATEMENT OF WORK FOR SOLICITATION F11623-99-T1472 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
format in FAR Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation and a written solicitation will not be issued. The
solicitation number is F11623-99-T1472 and is being issued as a Request
for Quotation (RFQ). Wage Determination No. 94-2309, Revision No. 15,
dated 06/01/1999 is effective. Solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-04. This solicitation is reserved as a small business
set-aside and the associated standard industrial classification code is
7373 and the small business size standard is $18.0. Computerized Data
Transmission System -- This is one complete job. Work is to be
accomplished in Building 1521, second floor -- 15th Operational Weather
Squadron (15 OWS) located at Scott AFB IL. The Statement of Work is as
follows: Contractor to provide all equipment and materials, labor, and
training to install and activate computerized data transmission system
for the 15th Operation Weather Squadron (15 OWS). Purchase and
installation computer software/services to transmit voice, text or
graphic data through a variety of medium, including electronic fax,
commercial or cellular telephone, digital or voice pages, e-mail and
web page. System must be capable of storing up to 500 different
customer contacts and able to set up individual and group contact lists
for information transmission. Individual or group contacts must be able
to be selected from an alphanumeric list or a graphical map (at various
resolutions) of the 15OWS Operations Area. Transmit manually or
automatically, based on the sender's discretion. Software must attempt
to contact units until positive receipt of information at the
receiver's location. System must store transmitted data and receipt
information for a period of 30 days. System services must be able to be
used across a local area network from any of approximately 25 machines
on the production floor. Hardware/software must be certified
compatible with current Scott AFB local area network architecture (NT
Server) and Year -- Y2K compliant. Contractor shall provide information
on telephone requirements for integration into system architecture.
Work with 15OWS personnel to build graphical maps and contact lists for
the NE CONUS Operations Area. This acquisition shall include systems
training to 10 core personnel designated by the 15the OWS/DO. No less
than one hard copy of systems manual, to include operation shall also
be provided to the Government. Training information to 15 OWS is
required, and shall include: operations, performance, administration
functions and troubleshooting of equipment/programs. A contractor
provided point of contact shall be available for technical support. A
site visit will be conducted 17 August, 1999 at 10:00 CDT. Contractors
should meet at 201 E. WintersSt., Bldg 50. Attendees will then proceed
to building 1521. Coordination of site visit attendance may be
confirmed by contacting Judith A. Haeffner at (618)256-9255 or fax
(618)256-5237. Attendance at the site visit is recommended for viewing
of architectural structures, local area network and telephone
availability. Failure to inspect current environment will not
constitute justification for claims under this statement of work. All
charges for transportation of materials shall be FOB, destination.
Government personnel will accept materials, but the contractor is
cautioned that inspection of materials from the trucking firm by the
government will only include a visual inspection of the packing
carton/s. Delivery location and Government point of contact at Scott
AFB IL will be provided after award. Award of this acquisition will be
evaluated on past performance and price equally. The contractor is
required to supply 3 references to allow the government to evaluate
past performance. Recommend past performed work referenced, be similar
to the above request and performed within the last three years.

Registration (CCR) to insure timely award/payment. Application may be
