The 45th Contracting Squadron intends to procure research and development services on a sole source basis from Charles Evans & Associates (CEA), Redwood City, CA on behalf of the Air force Technical Applications Center (AFTAC). The R&D is for a Windows NT version of AFTAC P-search software for Nuclear Plant Program (NPP) Secondary Ion Mass Spectrometry (SIMS) system and includes the option of procuring and installing the newly developed software and SIMS control software system. Specifications, plans and/or drawings relating to the procurement described are not available and cannot be furnished by the Government due to proprietary information. CEA possesses unique knowledge and proprietary rights that cannot be obtained from any other source. The statutory authority for Other Than Full and Open Competition is 10 USC 2034(c)(1), only one responsible source. The applicable SIC code and size standard are 8999/$3.5M. No solicitation document exists. The 45th Contracting Squadron has determined that CEA is the only source capable of providing the necessary services.
