American Lifelines Alliance (ALA) is seeking innovative ideas for
projects that will lead to national guidelines and prestandards for
improving the ability of lifelines to resist natural hazards. Lifelines
include utility systems (electric power, gas and liquid fuels,
telecommunication, water and wastewater) and transportation systems
(highways, air, rail, waterways, ports and harbors). Natural hazards to
be considered include earthquake, wind, flood, tornado, hurricane, snow
and extreme temperature. ALA was formed under a cooperative agreement
between the Federal Emergency Management Agency (FEMA) and the American
Society of Civil Engineers (ASCE). ALA's objective is to facilitate the
creation, adoption, implementation, and dissemination of national
consensus design and upgrade guidelines that will systematically
improve the performance of lifeline systems during natural hazard
events. Project ideas submitted in response to this announcement may
address: 1) the transformation of well-established industry practices
into national consensus guidelines, and 2) outreach programs to
encourage the implementation of natural hazards risk reduction
measures. ALA is particularly interested in project ideas that 1)
improve the current state-of-practice within various lifeline
industries; 2) apply to both new and existing lifeline systems; 3) have
the potential to generate monetary and in-kind support from industry;
4) develop procedures and results that can be readily transformed into
national consensus standards by a standards developing organization
accredited by the American National Standards Institute, and; 5) are
currently under development and can be expedited by ALA support.
Project descriptions that involve basic or applied research will not be
considered. Innovative ideas that receive a favorable review may result
in a competitive Request for Proposal. Responses should be limited to
three pages or less in length and should include an estimated budget
and schedule. As a guide, the estimated budget for any given project
should be less than a total of $100,000.00. Responders should be aware
that their responses will become public record. Responding to this
announcement will not necessarily result in a Request for Proposals.
The closing date for receipt of project descriptions is thirty days
