It is the goal of this effort to design a facility on the Range to demilitarize large solid rocket motors containing nitroglycerin-based propellant using an environmentally safe process which allows for reclamation and reuse of propellant products. This concept may then replace current practice of open detonation. Due to funding restraints an incremental design process is anticipated. Initial contract period of performance is one year, followed by up to three one-year options that expand the scope of the effort to match available funds. The RFP will contain a Statement of Objectives to guide the offeror in structuring a sound Statement of Work and other documents supporting and defining the contractors proposed effort.
