The Army Telecommunications Directorate (ATD) has a requirement for nonpersonal services for local telephone exchange services for the Defense Metropolitan Area Telephone System (DMATS) St Louis. The proposed contract is for one year with four option years. The local exchange service provider, certified by the Illinois PUC, shall provide local commercial communications service for DMATS locations in Granite City, IL, Woodriver, IL, Pontoon Beach IL and Alton IL. Local communications service shall include, as a minimum but not limited to, CENTREX lines in Granite City and local access for commercial business lines at the other locations. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate in writing, whether they are large, small, disadvantaged and/or woman-owned businesses. For this acquisition, a concern will be considered small under SIC 4813 with size standard of 1500 employees. In order to be eligible for award of this Request for Quote (RFQ), offerors may be required to have a Basic Agreement with this office.
