Annual (12 months) indefinite delivery Requirements type contract for
comprehensive volume reduction/disposal of radioactive waste to include
supercompaction, incineration, metal melting, provisions of shipping
containers, resin, sluicing/dewatering process and transportation of
materials from the Norfolk Naval Shipyard, whether transported by
contractor controlled vehicles or by a separate transporter selected by
the shipyard via separate contract; pick up equipment from various
naval nuclear propulsion program sites such as (but not limited to)
Norfolk Naval Shipyard (NNSY), Portsmouth, VA or Portsmouth Naval
Shipyard (PNS), Portsmouth, NH, or Puget Sound Naval Shipyard (PSNY),
Bremerton, WA, or Pearl Harbor Naval Shipyard (PHNS), Pearl Harbor, HI,
or Newport News Shipyard, Newports News, VA, or Electric Boat Shipyard,
New London, CT, or Naval Reactors Facility, Idaho Falls, Idaho, or
Knolls Atomic Power Laboratory (Windsor Site), Windsor, CT, or Knolls
Atomic Power Laboratory (Kesselring Site), Ballston Spa, NY, or Bettis
Atomic Power Laboratory, Pittsburgh, PA. Contractors will be required
to transport the material to the licensed processing facility and
process/volume reduce the material per the applicable line item
service. Contractor will provide further transportation to a licensed
disposal facility, as required. Supply standard and specialty
containers meeting current Department of Transportation (DOT)
specifications and submit to the Norfolk Naval Shipyard documentation,
as required in the solicitation, to facilitate verification of
compliance with contract requirements. The services identified shall be
provided in accordance with rules and regulations promulgated by the
Nuclear Regulatory Commission (NRC) and the appropriate agreement
state, as applicable. No material processing shall be subcontracted
for, or brokered, by the contractor without the express, written
consent of the Contracting Officer. The contractor shall, at his own
expense, comply with all laws, ordinances, andregulations of federal,
state, and municipal authorities regarding licenses and consents that
may be necessary in connection therewith. The contractor shall comply
with all NRC and DOT regulations for handling, transporting, storing,
processing and disposing of radioactive material and shall be liable
and responsible to the extent allowed by applicable laws and
regulations for non-compliance. The Government anticipates awarding a
contract for a base year with two(2)one year options. This solicitation
will be handled under the commercial procurement requirements. All
options will be evaluated with the base period. Closing date to be
