Air Sation Oceana in Virginia Beach, VA is issuing Solicitation #
N60191-99-Q-0003 as a request for proposal (RFP) for the Catholic
Director of Religious Education (CDRE). Each quotation shall include a
current resume for the CDRE which includes the following minimum:
(a)Education minimum -Minimum of a High School Diploma, -Bachelor of
Arts in Christian Education desirable but not mandatory. (b)General
Experience -- minimum of at least 10(ten) years in Parish environment,
(500-600 people) preferably military, at least 5(five) years as a DRE,
-- Applicant must be a practicing Catholic knowledgeable in Catholic
dogma and open to various expressions of Catholicism. Practicing as
defined through the teachings of the Catholic Church must include
fulfillment of all Precepts of the Church. (c)Interview: Applicants
will be interviewed by a committee composed of, but not limited to,
Command Chaplain, Senior Catholic Chaplain, 3(three) Catholic members
of the Chapel of the Good Shepherd community. QUALIFICATIONS: Shall be
knowledgeable in current Catholic educational materials, both youth
and adult. Shall have typing and computer skills, a background in
material procurement, and experience in teaching adult religious
education classes. Will be required to develop, plan and recommend
programs and methods to meet the religious education and pastoral care
needs of the Catholic families attending the Chapel of the Good
Shepherd, NAS Oceana. Investigate new approaches, recommend curriculum
materials, provide continuous teacher recruitment, training and
leadership development, provide a list of all educational materials to
the Catholic Chaplain/Pastor, prepare an annual budget proposal,
account for expenditures within the budget, participate in budget
meetings, prepare and submit oral/written reports, integrate within the
curriculum and activities, liturgical programs and music for
sacramental programs in coordination with other program directors,
provide interview and instruction for parents of infants requesting
baptism including followup sessions, provide coordination of all
Catholic volunteer activities, coordinate method of Parish and
Confraternity of Christian doctrine registration, develop formation
activities for young adults, pre-marriage, returning Catholics,
fathers, and others as need is identified, supervise classes of
instruction for approximately 600 students from kindergarten age
through high school, provide meetings and instructions for parents with
children preparing for sacraments, schedule and attend all practices
for First Communion, be present at the chapel for all CCD classes, all
parent meetings, all Chapel staff meetings, designated office hours,
special activities, particpate in planning and execution of annual
confirmation/high school reteat, administer a Catholic vacation (summer
school) program; interview, coordinate and supervise volunteers for the
CYIO; provide direction for the Rite of Christian Initiation of adults,
attend Catholic Religious Education Convention (annual), work with
accrediting agencies to arrange for continuing education units. This is
a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation document and
