combined synopsis/solicitation for a commercial item prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. IMPORTANT NOTICE: FAR

REGISTERED. This announcement constitutes the only solicitation.
Proposals are being requested and a written solicitation will not be
issued. Solicitation No. F08650-99-T-2835 is issued as a Request for
Quotation. The solicitation document and incorporated provisions and
clauses are those in effect thru Federal Acquisition Circular 97-12 and
thru Defense Federal Acquisition Regulation Supplement DCN 19990722. It
is advertised with a Standard Industrial Classification Code (SIC) of
7623, business size of $5 Million. Contractor shall furnish all labor,
equipment, material, and all other items necessary to accomplish the
conversion of an existing R-11 Chiller, Trane Centrifugal Model
CVHE-0186-AQ-2BC240ECE1A11DE1A0000000021W1A0, to R-123 at Building 425
on Patrick AFB, FL. Work shall be accomplished by a State Certified
Mechanical Contractor with experience in chiller retrofitting. The
materials and services are as follows: Motor rewind, compatible with
R-123 refrigerant. New orifices, gaskets and O-rings compatible with
R-123. Services to rework impellers to operate efficiently with R-123
refrigerant. New R-123 refrigerant for the chiller. New purifier purge.
Refrigerant Monitoring System (in accordance with ASHRAE Standard 15)
including two (2) self-contained breathing apparatus, ventilation
system with alarm interlock and a pipe rupture disk. Contractor to
recover and return R-11 to the Air Force. Provide factory start-up of
one year parts and labor warranty and two year motor warranty. A site
visit will be held on 18 Aug 99 at 9 AM at Bldg 425, in the courtyard,
Patrick AFB FL. Attendance at the site visit is mandatory to be
considered for contract award. If you plan to attend contact Diane

the Service Contract Act, the Department of Labor Wage Determination
94-2117 (Rev 13) applies. The Wage Determination will be handed out at
the site visit. The following provisions and clauses apply to this
acquisition: FAR 52.212-1 Instructions to Offerors -- Commercial Items
is hereby included by reference. The following are addenda to FAR
clause 52.212-1; At paragraph (c), Period of Acceptance for Offers, the
amount of time an offeror must hold its prices firm is hereby changed.
An offeror must hold the prices in its proposal, firm for 60 calendar
days from the date specified for receipt of proposals. Paragraph (e)
multiple offers has been determined by the Contracting Officer to be
non-acceptable to this solicitation and is hereby removed in its
entirety for the purpose of this requirement. Offerors are advised that
proposals may be evaluated without discussions. Award might be made to
the responsible offeror whose proposal is responsive to the terms of
the RFQ and is most advantageous to the government. In accordance with
FAR subpart 9.104-1, each offeror is required to provide information
on at least five recent and relevant contracts for the same or similar
items, as well as the offeror's primary financial institution, to
include contract numbers, points-of-contacts, telephone numbers, and
any other relevant information, which will be used by the Contracting
Officer to make a responsibility determination about a prospective
offeror. Far provision 52.212-2 Evaluation -- Commercial Items applies
to this solicitation and the following evaluation criteria (arranged
in their relative order of importance) are hereby incorporated. Upon
receipt and evaluation of all offerors, award will be made to the
offeror with the lowest price who meets the solicitation's minimum
criteria for technical acceptability with regards to past performance
at the lowest price. FAR provision 52.212-3 Offeror Representations and
Certifications -- Commercial Items shall be completed and submitted
with the proposal. FAR clause 52.212-4 Contract Terms and Conditions --
Commercial Items hereby applies to this solicitation. The following are
addenda to FAR clause 52.212-4. The following FAR Clause is hereby
incorporated by reference: FAR Clause 52.232-33 (Payment by) Electronic

solicitation may submit their quote in accordance with their standard

award to the responsible offeror whose offer is the most advantageous
