The Fleet and Industrial Supply Center, San Diego intends to solicit proposals for an OMB Circular A-76 Cost comparison. The intent of the study is to determine the most efficient and cost effective method of providing Personal Property Services within the Southwest Region. The activities participating in this study are FISC San Diego and NCBC Port Hueneme. There are approximately 44 Government positions affected by this study. Services include, but are not limited to Entitlement counseling, inbound/outbound move management, non-temporary storage management, and all other functions associated with the transportation of personal property. The performance period includes a base year and four one-year option periods. A separate phase-in period will be required. The anticipated contract type is Fixed Price Plus Award Fee. This acquisition will be conducted under Standard Industrial Classification Code 7389 that establishes $5m threshold as the ceiling for small business size. In accordance with OMB Circular 1-76, the offer determined to represent the best value to the Government will be compared to the Government's proposal to perform said services. The solicitation for this requirement will be issued on or about 03 September 1999. The solicitation resulting from this announcement will be available to interested parties via the FISC-SD WebSite http://www.sd.fisc.navy.mil. Offerors that download the RFP must monitor the Web Site for potential changes to the acquisition. RFP amendments, and questions and answers concerning the solicitation will be posted exclusively on the Web Site. All posted information will clearly display its date of posting. Offerors are reminded of the requirement to acknowledge all amendments in their proposal. No hard copies of this solicitation or amendments will be issued. This procurement is being conducted under Commercial Activity OMB A-76 cost comparison guidelines. If Government performance is determined to be more advantageous, the solicitation will be cancelled.
