The U.S. Army Corps of Engineers, Savannah District, intends to purchase subscription services from Information Handling Services, 15 Inverness Way East, Englewood, Colorado 80155, to access the following five Industry Standards available on the Internet for one (1) year, under the authority of Only One Responsible Source, Citation 10 U.S.C. 2304(c), because they are the only proprietary supplier, 1-STDS ASTM Complete via the Internet #410N1, 1-STDS ASHRAE Complete via the Internet #521N, 1-STDS NEMA Complete via the Internet #630N1, 1-STDS SSPC Complete via the Internet #855N1, and 1-STDS ANSI Construction via the Internet #511N2. Interested firms have fifteen (15) days from the publication of this synopsis to submit in writing to the identified point of contact, with their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the fifteen days or without the required information will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
