Bercaw, Trena.N.Bercaw.1@gsfc.nasa.gov. NASA/HQ plans to issue a
Request for Offer (RFO) for Flight Crew and Maintenance Training. The
contractor shall be able to provide personnel, facilities, and training
materials to conduct academic and simulator training for the following
aircraft: Gulfstream G159, G1159, G1159A; Lear Series 20 and 30; and
King Air 200. Training courses shall consist of Initial Pilot
Qualification Training, Refresher Pilot Training, Simulator Training,
and Initial and Recurrent Maintenance Training of the above named
aircraft. In addition, the contractor shall also be able to provide the
following training services, on an as needed basis, based on the
contractor's standard commercial courses: Airline Transport Pilot
Ground School, Flight Training at NASA-designated locations (using
Government-supplied aircraft), Initial and Refresher Pilot and
Maintenance Training for other aircraft in which the contractor is
qualified, other courses in which the contractor is qualified. This
requirement has a period of performance of one year, with 4,one-year
option periods. An Indefinite-Delivery, Indefinite Quantity type of
contract is anticipated to be awarded. The Government intends to
acquire a commercial item using FAR Part 12. The SIC Code and Size
Standard are 8299 and $18.5 million, respectively. There are no
set-aside restrictions for this requirement. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-12. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
August 23, 1999, with an anticipated offer due date of on or about
September 13, 1999. An ombudsman has been appointed -- See Internet
Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. No hard copies of the
solicitation or amendments shall be distributed by the Government.
These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0,
PowerPoint 4.0) format and will reside on a World Wide Web (WWW)
server, which may be accessed using a WWW browser application. The

shall notify this office of their intent to submit an offer, no later
than September 1, 1999. It is the offeror's responsibility to monitor
