The Air Force Space and Missile Systems Center, Test and Evaluation Directorate (SMC/TE), Space Test Program (STP) is seeking sources for a potential exchange/sale contract to support the GEOSTORMS program. STP requires a STAR 37 type kick-motor or equivalent and intends to exchange/sell a CASTOR IVB type motor and apply the proceeds/credit to the purchase of the STAR 37 or equivalent kick-motor under the resultant contract. The Standard Industrial Code (SIC) is 3761 and the small business threshold for this SIC code is 1,000 employees or fewer. This notice is for market research purposes only and any resultant solicitation is dependent upon STP opportunity, priority and availability of funds. If a solicitation is issued it will be in accordance with Federal Acquisition Regulation (FAR) Part 12 and the subpart 13.5 test program and the Defense FAR Supplement (DFARS) 217.70. Interested parties are required to submit a letter of interest and motor availability information and technical literature containing the STAR 37 kick-motor models or equivalent motors and models available. The letter of interest shall include company size status under the Standard Industrial Classification Code (SIC) and should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college, a minority institution or a woman owned business. Interested companies shall provide the Contracting Office, no later than 15 days after this notice, 25 August 99, with a letter of interest and motor type and availability information. If an inadequate response is received from 8(a) or small companies, the solicitation will be issued without further notice as a full and open competition. Therefore, replies to this notice are requested from all qualified businesses. All letters of interest and information packages must be received by the office below by COB, 4:00pm MST 25 August 1999.
