Request for Quote (RFQ)228-00935/710 for Stone for constructing a stone
seawall. Construction of the seawall including design, location,
permitting, and stone placement onto the seawall, and verification of
seawall cross-section are being performed by NASA. This contract is to
provide for the supply, hauling, handling, unloading, and stockpiling
of stone in accordance with NASA staging and construction needs. The
base quantity of stone required is sixty thousand tons (60,000 tons)
with a possible increase to one hundred twenty thousand (120,000) tons
as needed. NASA anticipates uniform deliveries of the base bid
quantity over an approximate three (3) year period. The contractor
shall submit a proposed schedule of delivery for NASA approval prior to
initiation of the work. Transportation may be by railroad, truck, or
barge utilizing existing infrastructure. Securing access to rail off
loading areas or improvements to waterways needed for the mode of
transport to be utilized are the responsibility of the contractor. All
stone shall be sound, durable, and free from seams, cracks, and other
structural defects. Stone shall be of igneous or metamorphis origin.
The inclusion of objectionable quantities of dirt, sand, clay, and rock
fines will not be permitted. Each stone shall weigh from five hundred
pounds (500#) to six thousand pounds (6,000#). At least fifty percent
(50%) of the stone delivered shall weigh more than three thousand
pounds (3,000#), up to ten percent (10%) of the stones delivered may
weigh between five hundred pounds (500#) and two thousand pounds
(2,000#). Neither the breadth nor the thickness of any piece of stone
shall be less than one-third of its length. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Government intends to acquire a commercial item using FAR PART 12. This
procurement is a total small business set-aside. See Numbered Note 21.
The SIC Code and Size Standard are 1429 and 500, Employees. The DPAS
Rating for this procurment is DO C9. The anticipated release date of
RFQ 228-00935/710 is on or about August 23, 1999 with an anticipated
quote due date of on or about September 6, 1999. All qualified
responsible sources may submit a quote which shall be considered by the
agency. An ombudsman has been appointed -- See Note "B". Prospective
offerors shall notify this office of their request for a copy of the
