Contractor shall provide support to the Redstone Technical Test Center,
for the testing and evaluation of weapon systems, assemblies,
subassemblies, components, and other associated items. Support shall
consist of all labor and supplies, equipment, test fixtures, tools,
materials, and transportation necessary to perform tests, evals,
analyses, test management, incidental support required to support
activities for testing efforts, and other associated activities
scheduled to be conducted by the Climatic, Dynamic, and Static Test
Branches of the Environmental Test Division. The contractor shall
furnish all labor and materials to provide the specified services.
Requirements include fabrication and instrumentation plans including
drawings or specs, test plans, schedules, documentation requirements,
and required data formats. Services are required to provide tech
support and support scheduled testing of weapon systems, subsystems,
and/or components to the AMCOM acquisition community, the U.S. Army,
andother customers (DOD, private industry, Joint Services, and foreign
governments) for weapon system research, development, production, and
post-deployment testing activities, including, qualification,
reliability, surveillance, and production tests. These efforts are
conducted primarily at Redstone Arsenal (RSA) but test and evaluation
support is also provided at other CONUS and OCONUS sites on a temporary
duty basis. The type of work performed under this contract requires
that a variety of labor categories at an unpredictable level of effort
be utilized in response to type and complexity of weapon system tests.
Funding constraints require that specific funds relevant to specific
tests be incorporated into the contract intermittently throughout the
5-year period of performance of this contract. This effort is a 100%
Small Business Set-Aside. A site visit of the government facilities
will be conducted after the solicitation is issued. The proposed
requirement is for a basic effort and option for the first yearand four
additional option years for a total five-year period of performance. It
is anticipated that this effort will be a Cost Plus Fixed Fee Term
(Level of Effort) contract. The Standard Industrial Classification
(SIC) Code is 8731 (1000 employees). This requirement will allow for No
Foreign Participation. The RFP, when issued, will be available on the
World Wide Web (WWW), via the AMCOM Acquisition Center Contracting
Information System. IT IS THE OFFEROR'S RESPONSIBILITY TO PERIODICALLY
CHECK THE WWW FOR SOLICITATION RELEASE (AND AMENDMENTS IF APPLICABLE).
No further notice will be given. The Contracting Information System may
be accessed through the AMCOM Acquisition Center Home page at the
following WWW address: http://www.redstone.army.mil/. Click on "Doing
Business with AMCOM". To accept the cite certificate, select "Next" 4
times, and "Finish" to enter the New Acquisition Center website. At the
homepage, select "Contracting Information System". Select
"Solicitations." then "Attachments." THE GOV'T WILL FULLY UTILIZE THE
WWW TO ISSUE THE SOLICITATION AND AMENDMENTS, OFFERORS SHALL ACCESS THE
WWW FOR OBTAINING THE SOLICITATION, AND AMENDMENTS, WHEN ISSUED.
However, if accessing the WWW should prove an untenable hardship, a
hardcopy of the solicitation will be provided on a case-by-case basis
upon specific written request but shall in no means be construed as a
basis for extensions of the proposal receipt date. No telephone
