modification to the original synopsis/solicitation is to respond to
offerors' questions concerning the project requirements. (1) A complete
survey of the base roads and parking areas is expected. Unpaved roads
or roadways of less than two driving lanes need not be surveyed. It is
estimated that the base has 7,533,962 square feet of surveyable
roadways and 5,760,213 square feet of surveyable parking lots. Parking
areas, which adjoin roadways, are generally considered part of the
roadway. A network level survey should be conducted with a 95%
confidence level in the data. Procedures published by the Corps of
Engineers, CERL, should be used for MicroPaver Surveys of roads and
streets. (2) The base is developing a digital feature map based on the
map provided in the synopsis/solicitation. This map has roadway and
parking features identified and those features have been entered in
MicroPaver, version 4.1. This feature map is approximately 60% complete
at present and will be available to the contractor in Microstation or
CADD format. The database in MicroPaver, version 4.1, will be made
available to the contractor, if requested. The contractors' use of this
material is optional. (3) Streets and parking lots are identified o the
base map provided in the synopsis/solicitation. A separate list of
parking areas and names is not available. Approximately 20% of the base
streets are concrete and the remainder are asphalt. Most of the streets
and parking areas surfaces are 15-25 years old and show distresses
accordingly. No airfield pavements are included in this survey. (4) Any
digital maps or MicroPaver data turned over to the contractor may be
changed or altered as he sees fit to complete the survey. The base will
not participate in further development of the map or database once it
is turned over to the contractor. As-built drawings will be made
available to the contractor as requested. (5) The base map, which was
provided, was to scale and SourceView Reader should have accurately
transmitted it. It will be necessary to have a large-scale copy of the
drawing produced on a plotter to make accurate take-offs.
Approximately 20% of the base streets are concrete and the remainder is
asphalt. The proposal closing date is now established to be 19 August
