Library of Medicine (NLM) awarded contract NO1-LM-6-3544 to Georgetown
University, 37th and O Streets, N.W., Washington, D.C., to plan and
carry out an evaluation of the impact of the National Information
Infrastructure (NII) on health care, research, or public health. The
NLM proposes to negotiate on a sole source basis with Georgetown
University to extend contract N01-LM-6-3544 for nine months and to add
kidney dialysis patients in the home environment to the contract.
Georgetown University is currently providing and evaluating
telemedicine support for kidney dialysis patients in a clinical
environment to assess whether telemedicine provides better management
and monitoring of dialysis patients, and in turn, will help prevent
complications, obtain better patient outcomes and reduce the costs of
treating chronic illness. Authority: 41 U.S.C. 253 (c)(1) as set forth
in FAR 6.302-1. Unique capabilities for providing services, inherent
duplication of cost to the government and unacceptable delays in
completing this project make competition unfeasible. Georgetown
University has established the Renal Dialysis Patient Management (RDPM)
network using NII technology. The RDPM network allows remote patient
monitoring of renal dialysis patients from a tertiary care center to an
off-site dialysis clinic. This system allows the physician to compare
the patient's past clinical history to the present clinical status and
allows the patient to have direct access to a physician for
interactive video sessions whereby the physician can monitor the
dialysis and discuss the patient's condition. By providing the ability
to monitor the clinics from an off-site location, the telemedicine
system will allow the physician to monitor early signs of future
emergencies. The addition of the home dialysis patients will test the
capability of providing similar remote services in the home dialysis
setting. Advances in computer and communication technology, in addition
to the experienced gained under this contract using RDPM makes adding
the home dialysis population beneficial to the overall study. By virtue
of their expertise and the experience gained through remote
transmission to off-site locations under the contract, Georgetown
University is uniquely qualified and the only source capable of
carrying out these required services in the required time frame and
without undue delays. This notice of intent is not a Request for
