The Department of Commerce, NOAA, EASC, is issuing a notice of intent to negotiate a sole source award with Mr. Paul Kelley, Bowie, MD, for providing repair and modification services of existing ARL trace gas detection equipment and support equipment; instrument and technique development; computer programming for data reduction and analysis; and technical support for field research programs. Performing general laboratory calibrations and routine maintenance on existing equipment; optimizing a state-of-the-art fast response NO detector under development at ARL, and integrating the device into an aircraft-deplorable instrument package; writing and debugging FORTRAN computer programs to aid in instrument signal processing and data analysis. The period of performance will be October 1, 1999 through September 30, 2000, and shall include two option years. The statutory authority for other than full and open competition is 41 USC 253(c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement. Any party interested in receiving a copy of the Request for Quote shall provide written notice to the Contracting Office. The Request for Quote Document will be issued on or about August 20, 1999.
