services as the Defense Activity Non-Traditional Education Support
(DANTES) Test Examiner and technical advisor. The Contractor shall
provide controlled testing services. The Contractor shall be
responsible for the requisition, receipt, storage, issue and control of
all items of supply materials and equipment required by the Education
and Career Development Division (ECDD) at Fort Gordon, Georgia.
Personnel Qualifications: The Contractor shall meet the following
minimum requirements: a. Have a baccalaureate degree from a regionally
accredited institution in Education, Psychology, or a closely related
field with a minimum of 5 quarter hours or equivalent in "Test and
Measurements", "Psychological Testing" or "Test Administration". b. A
minimum of 12 months experience reflecting: (1) Sustained attention to
detail. (2) Successful administration, or control and maintenance, of
controlled test or restricted materials. (3) MS Office (Word,
Powerpoint, Access, Excel) literacy. (4) Successful inventory control,
knowledge of equipment and supply inventory control methods and
procedures. (5) Knowledge of the DANTES examination program and
assessment service in achievements, college admissions, interest
inventories and certification tests and assessments, plus a thorough
understanding of policies and procedures used by Table of Organization
(TOE) and Table of Distribution and Allowances (TDA) activities to
request, turn-in, and account for supplies and equipment. c. Be capable
of lifting 50 pounds. d. Be prepared to take and pass (at accepted
TRADOC level) the DANTES Examination for Testing Personnel upon
assuming testing duties. If a college degree or credit was not awarded
by a regionally accredited United States college, the degree or credit
must be evaluated by an accredited college admissions/registrar office
in the United States. A statement verifying accreditation must be
obtained by applicant from verifying college admission/registrar office
and submitted with job application. SIC code is 8748. Period of
performance is intended to cover one base year and four option years.
The projected issue date of the solicitation is August 23, 1999. The
closing date for receipt of proposals is September 22, 1999 at 4:00
