Furnish all plant, labor, equipment, materials, and appliances
necessary to perform all operations in connection with the
upgrade/repair of Range 25, Fort Drum, New York in strict accordance
with the statement of work, specifications, drawings, and subject to
the terms and conditions of the contract. PRINCIPAL FEATURES: a.
Architectural: Install 18 Stationary Armor Target Positions and 6 sets
of 5 Stationary Infantry Target Positions, provide and install;
materials for enclosure of the existing Mess Pavilion, a new Ammo
Breakdown Building, a new Target Storage Shed, and remove and dispose
existing Moving Target Storage Structures. b. Structural: Remove the
existing Observation Tower and provide and install a new replacement
Observation Tower, provide and install; a concrete generator pad
adjacent to the Control Tower and Range Limit Markers, and repair
existing Concrete Firing Line. c. Mechanical: Repair existing Mover
Track. This procurement is estimated to be between $1,000,000 and
$5,000,000. This will be an unrestricted procurement issued under the
authority of FAR Subpart 19.1006(b)(1), Small Business Competitive
Demonstration Program. The Standard Industrial Classification (SIC)
Code is 15. The anticipated issue/posting date will be on or about 27
August 1999. NOTE: The DUE DATE for the solicitation shall be 30 days
after actual issuance/posting on Fort Drum's Web Page. All responsible
sources may submit a bid, which will be considered. The solicitation
will not be mailed out and no Bidder's Mailing List (BML) will be
maintained. The entire bid package will be available for downloading
from the Fort Drum Web Page. All sources wishing to bid are required to
monitor the Fort Drum Contracting Web Page for any/all amendments to
the solicitation. Failure to respond to any amendments may render the
bid as nonresponsive. The bids must be supplied in hard copy form to
the Directorate of Contracting, Fort Drum, New York, no electronic bids
