NASA/MSFC plans to issue a non-competitive Request for Proposal (RFP) to Lockheed Martin Michoud Space Systems (LMMSS) for the follow-on Sixth Production Buy of Space Shuttle External Tanks (ET's). Activities include the manufacture, assembly, test and delivery of 40 Super Lightweight Tanks (SLWT's), plus the potential for an additional five Augmented Lightweight (ALWT's), including facility operations at NASA's Michoud Assembly Facility (MAF), New Orleans, LA. No other supplies or services will satisfy, or are qualified for, agency requirements. NASA/MSFC has determined that ET production and MAF operations and maintenance should be performed by the same contractor; however, there will be ample subcontracting opportunities available. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. RFP will be released on or about August 25, 1999. Firm date for receipt of proposals will be stated in the RFP. Notification of interest and capability to respond to this requirement or to submit proposals in response to this synopsis should be provided to the Contracting Officer within 15 days of the date this synopsis is posted.
