Act of 1998 (Public Law 105-303) declared a U.S. priority goal of
having commercial providers play a substantial role in operation, use,
servicing, and augmentation of the International Space Station (ISS).
To this end, the National Aeronautics and Space Administration (NASA)
seeks to form a highly diversified commercial consortium to be
involved in various ways in the development, outfitting, deployment and
operation of a multipurpose habitation module for the ISS. It is NASA's
intent that this commercial consortium will own, control, utilize, and
maintain part or all of this habitation module. NASA will be one of
the many users and customers. Subject to applicable laws and
regulations, the commercial consortium is free to sell or lease goods
and services related to the habitation module. All interested parties
are invited to meet at the Lyndon B. Johnson Space Center, Houston, TX,
on August 24-26, 1999, to discuss NASA's requirements for this
habitation module. Commercial and private parties will then be
encouraged to meet with each other and form candidate consortia with
proposed business plans. The objective of the conference is to form
potential business arrangements between NASA and a single consortium to
provide a habitation module for the ISS. Non-aerospace industries,
private investors, and qualified international entities are encouraged
to participate, as the enterprise is intended to be open to the widest
feasible range of applicable terrestrial technologies and potential
investors. Please be aware that all applicable export control and
technology transfer regulations will be strictly observed. The
habitation module would be a home for up to six personnel, complete
with bedrooms, a kitchen (including cooking and refrigeration
equipment), a pantry, a dining and meeting area for 12 people
(including video conferencing and entertainment equipment), two
windows, exercise equipment, and a medical examination room. Additional
features and variant habitability concepts may be included pending
business considerations. The resulting module and associated technology
is expected to have significant future space utilization as well as
many earth-based applications with a variety of potential commercial
