66 -- HIGH LATITUDE OCEANOGRAPHIC CTD AND ROSETTE ASSEMBLY WITH INTEGRATED DATA MANAGEMENT SYSEM SOL DTCG89-99-R-6PB394 POC JANET WEAVER, CONTRACTING OFFICER -- (510) 437-3010, Fax (510) 437-3014 The USCG intends to award a sole source contract to Sea-Bird Electronics, Inc. for an integrated, rosette and data management system including a Conductivity, Temperature and Depth (CTD) sensor, transmissometer and fluorometer. The system must be capable of functioning at extremes of environmental temperature (air -35 C to +35 C, water to 0 C) as well as operating to depths of 6,000 meters. The integrated system will be used by USCG icebreakers to support data collection at high latitudes as part of national and international oceanographic monitoring programs. Sea-Bird Electronics, Inc. is the only vendor and capable of performing in high-latitude environments subject to extreme changes of temperature, performing in depths to 6,000 meters and meeting World Ocean Circulation Experiment (WOCE) standards for sensor performance and calibration capability. In addition, Seabird is the only vendor with equipment compatible with existing shipboard control hardware and software. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals and no solicitation is available. However, responses to this notice received in writing within 15 days from the date of publication of this notice and demonstrating the ability to meet the requirements in a timely manner will be considered. Parties who fail to include detailed technical capability information will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. No telephone inquiries will be accepted.
