O'Neil, lee.a.oneil1@jsc.nasa.gov. NASA/JSC plans to issue a Request
for Offer (RFO) for performing advanced development services for the
Space Shuttle Orbiter Upgrades Program for an Electric Auxiliary Power
Unit (EAPU). The EAPU is an option under evaluation for replacement of
the current hydrazine fuel powered APU with an electric motor and
battery power supply. EAPU development is required in two general
areas; battery system and the electro-hydraulic drive unit (EHDU). This
effort will not include battery system design. Objective is the design,
manufacture, verification, and delivery of a prototype EHDU for testing
on a Boeing test stand. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 3769 and 1000, respectively. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97- 11. All qualified
responsible sources may submit an offer which shall be considered by
the agency. A draft RFO is planned to be released about August 16,
1999. The anticipated release date of the final RFO is on or about
September 17, 1999 with an anticipated offer due date on or about
November 12, 1999. An ombudsman has been appointed -- See Internet Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and
will reside on a World Wide Web (WWW) server, which may be accessed
