Tank-automotive and Armaments Command is issuing a broad agency
announcement to solicit concepts to augment on-going activities to
develop alternatives to existing anti-personnel submunitions in mixed
systems, entire mixed systems, and alternatives to man-in-the-loop
non-self destruct anti-personnel landmines technologies. These items
constitute the scope of the DoD Landmine Alternatives Track III
Program. Concepts that are solicited include system level concepts, and
operational concepts involving changes to doctrine, tactics and force
structure to provide equivalent or militarily advantageous capabilities
identified in the Mission Need Statements for Mixed Landmine System
Alternatives and Battlefield Shaping and Force Protection Against
Personnel Threats. The U.S. Army Office of the Program Manager for
Mines, Countermines and Demolitions is the DoD Executive Agent for the
Track III Program. The U.S. Army Tank-automotive and Armaments Command
and the US Army Communications and Electronics Command will provide
technical management and functional expertise in the planning and
execution of the Track III Program. The BAA solicits ten page white
papers that will describe the offerors' concepts for alternatives.
Multiple white papers are accepted. Up to four firm fixed price
purchase orders, each valued at $75,000, will be issued to the selected
offerors to continue with the development of their concepts. The
concept development effort will result in identifying system
configuration and projected system and subsystem level performances,
tactics, techniques, and procedures that will facilitate detailed
modeling and simulation of the concepts to test their battlefield
utility to the current fielded systems. Further, the concept
development effort will provide information on the critical
technologies that are employed in the concepts. These will facilitate
the technical assessment of the concepts for the associated technology
risks/maturity issues. The products of the purchase orders will help
the Government to assess and test the utility of the concepts. Viable
materiel concepts will also help shape future operational requirements
and to help formulate an investment plan for the acquisition of
alternatives under the Track III Program. The DoD has earmarked
approximately $220 million to aggressively pursue the development of
alternatives under the Track III program from fiscal year 2000 to 2005.
The period of performance for the purchase orders is envisioned to be
60 days. The white papers are due September 16, 1999. The purchase
orders are anticipated to be issued NLT 60 days after receipt of the
White Papers. The broad agency announcement is available for
